Restart Steam if you have GTA V on Steam.
After all of this: Apply and then click Ok.
Then below this you will have to tick the box 'Run this program as an administrator'. Right click on the 'GTAVLauncher' application file in your directory where you installed GTA V, go to 'Properties', then go to 'Compatibility', tick the box 'Run this program in compatibility mode for: (I chose 'Windows 7' because I have Windows 7). Go to your directory where you installed the game. First of all Verify the files (GTA V) if you have it on Steam. How I fixed my problem when I start the game (launcher) and it crashes within the launcher, I will list things what I did to fix my problem and I hope you people who have the Launcher Crash problem could fix it this way! I saw some stupid tutorials that doesn't work, and people disabling their graphics card and stupid stuff like that so I messed around by myself and came up to a FIX that works for me and ONLY for - Launcher Crash - problem! So I thought this Launcher Crash was happening for everybody then I noticed half of my friends can play the game without the Launcher Crash so I came here read what people say and think and I saw that many people have this Launcher Crash problem.
